On October 2, 1931, A. A. Andreev was appointed the new People's Commissar of Railways. The main task for him was the introduction of new equipment, and it would not have been possible to do this without the direct interest of ordinary transport workers. One of the incentives for the performance of official duties by transport workers was to become a uniform suit and insignia. New emblems for headdresses were introduced by the order of the People's Commissar of Railways No. 615/C of August 5, 1932 "On the development of the order for the introduction of a new uniform": "In addition to the order of T. Andreev dated May 23, 1932, No. 403/C in accordance with his telegraphic order No. 1379/A of June 27, 1932 on the introduction of a new uniform. I order you to remove the old emblem of the railway transport "axe and anchor", replacing it on the headdress with a Red star with the image of a locomotive on it, and on the buttonholes – a French key and a hammer. It should be noted that the order did not specify the size of the star, which led to the appearance of a large number of variations of stars, the size of which varied from 24 to 38 mm, and had various versions of the image of the locomotive, both stamped and overhead. But there are common points - in most cases, the emblems were made of magnetic metal and were covered with hot ruby enamel. The klamera are in most cases U-shaped, often pointed.
The wearing of stars with a steam locomotive for 32 years was canceled by order No. 711C of September 13, 1943 of the NKPS of the USSR, which introduced new insignia on hats. From the text of the order: "Insignia on the headdresses of the highest commanding staff: in the middle of the band, over a cord, attached train gold emblem in front and in the middle of the crown, above the emblem, enamel star with hammer and sickle on silver plated outlet." The insignia on the hats of senior, middle, Junior officers and enlisted personnel - "Train gilded emblem and enamel star with hammer and sickle."
