The sign "To the Striker of the Stalin call" was established by the order of the People's Commissariat of Railways of the USSR (formed on July 6, 1923) of April 28, 1934 116/C signed by People's Commissar A. Andreev and the head of the Political Department of the NKPS, Deputy People's Commissar V. Polonsky. The "Regulations on the badge" Udarnik of the Stalinist draft " stated that for systematic failure to fulfill their production tasks, violation of labor discipline and anti-social acts, the Ministry of Railways, together with the Central Committee of the Railway, has the right to deprive the badge. Questions about awarding and deprivation are discussed in advance at a meeting of workers and employees.

The first signs were numbered, the number was stamped with a punch on the reverse side. Together with the sign, a certificate of the established sample was issued. The right of awarding was granted to the People's Commissariat of Railways. Gradually, the circle of officials who have the right to award increased (since 1943, the heads of railways).
