The badge "To the Drummer of the Stalinist draft" was established by order of the People's Commissariat of Railways of the USSR (formed on July 6, 1923) on April 28, 1934, 116/C, signed by People's Commissar A.Andreev and head of the Political Department of the NKPS, Deputy People's Commissar V.Polonsky. The "Regulations on the badge of the Stalin Draft Drummer" stated that for systematic failure to fulfill their work assignments, violation of labor discipline and antisocial acts, the Ministry of Railways, together with the Central Committee of Railways, has the right to strip the badge. The issues of awarding and depriving are discussed in advance at a meeting of workers and employees.
The first signs were numbered, the number was stamped with a punch on the back. A standard certificate was issued along with the badge. The right to award was granted to the People's Commissariat of Railways. Gradually, the number of officials eligible for awards increased (since 1943, railway chiefs). The Statute on the discipline of railway transport workers, approved in 1949, had the right to award, except for the Minister of Railways, his deputies, heads of districts and heads of railways. The badge "To the Drummer of Stalin's call" was issued for more than 20 years (from 1934 to 1957) at the NKPS Stamping and Mechanical Plant. The main circulation consists of all-stamped signs without an ordinal number. The numbering on the signs remained at about 80,000, and the total circulation estimate was about 500,000. The award of the badge "To the Drummer of the Stalinist draft" was terminated by the decree of the USSR Supreme Military Council dated 09/16/1957.
