The badge "Excellent Naval Construction Worker" was established by Decree of the Council of Ministers of the USSR dated June 10, 1950 No. 2561-1006. The badge (badge) "Excellent Naval Construction Worker" was awarded to advanced builders who showed excellent results in their work: sailors, petty officers, officers, engineering and technical workers and employees of the construction units of the USSR Navy. The award with the badge "Excellent Naval construction Worker" was made for the fulfillment and over-fulfillment of production tasks, with high quality indicators, namely:

• for achievements in high-speed construction;

• for the completion of the construction of the most important facilities according to the approved schedules;

• for systematically exceeding production standards;

• for the high quality of construction work and rental facilities;

• for excellent mastery and implementation of new technology and advanced innovative experience in production;

• for excellent maintenance of machinery, achievements in completing tasks to save building materials, parts, tools and other resources;

• for completing and exceeding the tasks to reduce the cost of construction, building materials and building components;

• for active participation in the socialist competition, exemplary work and construction, high discipline and active participation in the socio-political life of the unit.

By Order of the Minister of Defense of the USSR No. 82 dated April 4, 1962, the award of the badge "Excellent Naval Construction Worker" was discontinued.
