The regulations on the badge "Excellent Student of the Socialist Competition" of the USSR Ministry of Coal Industry were approved by the USSR Minister of Coal Industry A. Zasyadko on April 28, 1949. The badge of the first type (with a joint bas-relief of Lenin and Stalin) was awarded in the period from 1949 to 1956.
