Established by decree of the Presidium of the Supreme Soviet of the USSR on may 21, 1942, simultaneously with the badges "Guard", "Sniper", "Excellent machine gunner", "Excellent mortar", "Excellent torpedoist", "Excellent tankman", "Excellent submariner". As it is written in the Decree, the sign (badge) was awarded to "...especially outstanding ... gunners ... from among the ordinary and Junior commanders of the red Army, the Soviet Navy, and the NKVD troops." As well as soldiers who systematically show high standards: excellent possession of personal weapons,..., guns,..., and other technical means and their skillful use in combat with causing losses to the enemy; rapid opening and conducting accurate, striking enemy fire at closed and open targets; masking personal and masking material parts (...guns, ... and other technical means); preserving personal weapons and military equipment in all combat conditions; careful maintenance of personal weapons and military equipment in a combat situation; excellent saving of horse stock in cavalry and artillery. The sign is of one type, has at least three varieties, and was made of yellow metal with enamels and silvering.
