The badge was awarded to particularly distinguished enlisted men and sergeants of the Air Force and Air Defense Aviation, who knew and took care of the assigned weapons and military equipment, stood out for exemplary discipline and achieved excellent skill in their specialty. The badge was awarded once a year, after summing up the results of combat and political training.
