It was established by Decree of the Presidium of the Supreme Soviet of the USSR dated March 10, 1943. The regulations on the badge were approved by order of the People's Commissar of Defense a little later. The badge was awarded to members of the rank and file and junior commanding staff of the Red Army who systematically show high standards: performing command tasks while conducting reconnaissance in combat; obtaining data revealing the location, composition, grouping, nature of actions, firing system, intentions and combat capability of the enemy, samples of weapons, ammunition and other combat materials; capturing enemy control prisoners; timely delivering data to the command; mutual assistance and assistance in combat; daring, courageous actions that cause damage to the enemy with smaller forces; excellent maintenance and conservation of weapons, intelligence equipment and property; maintaining continuous communication with existing intelligence agencies. There is one type of sign, and at least two varieties. It was made of yellow metal with enameling and silver plating. Unlike other signs in the "Excellent..." series, the ribbons encircling the oak wreath are also enameled.
