It was established by Decree of the Presidium of the Supreme Soviet of the USSR on April 3, 1943. The badge was awarded to individuals of the rank and file and junior commanders of the Red Army, Navy and NKVD troops who systematically show high standards: excellent knowledge of the material part of communication equipment and skillful, proactive use of it in battle; quick entry into communication, reception and transmission of telegrams and radiograms, compliance with the rules of station maintenance; masking of personal, masking of the material part of radio stations and telegraph and telephone stations; saving personal weapons and communication equipment in all combat conditions; excellent discipline and strict observance of military secrecy; successful completion of tasks for the rapid organization of communications, overfulfilling standards for the construction of communication lines, equipment of communication nodes, repair of damage to communication lines.
