It was established by Decree of the Presidium of the Supreme Soviet of the USSR dated May 21, 1942, simultaneously with the badges "Guard", "Sniper", "Excellent machine gunner", "Excellent mortar man", "Excellent torpedo bomber", "Excellent tanker", "Excellent submariner". As written in the Decree, the badge was awarded to "...particularly outstanding ... gunners ... from among the rank and file and junior commanders of the Red Army, the USSR Navy, and the NKVD troops." As well as soldiers who systematically show high standards of: excellent possession of personal weapons, ..., guns, ..., and other technical means and their skillful use in combat with losses to the enemy; rapid opening and conducting accurate, striking fire at closed and open targets; disguising personal and masking material parts (... guns, ... and other technical means); preservation of personal weapons and military equipment in all conditions of a combat situation; careful maintenance of personal weapons and military equipment in a combat situation; excellent conservation of cavalry and artillery personnel. The sign exists of one type, has at least three varieties and was made of yellow metal with enameling and silver plating.
