The badge was awarded to members of the rank and file and junior commanding staff of the Red Army, Navy and NKVD troops who systematically show high standards: excellent knowledge of the material part of communication equipment and skillful, proactive use of it in battle; rapid communication, reception and transmission of telegrams, etc. radiograms, compliance with the rules of station maintenance; disguising personal, masking the material of radio stations and telegraph and telephone stations; saving personal weapons and communication equipment in all combat conditions; excellent discipline and strict observance of military secrecy; successful completion of tasks for the rapid organization of communications, exceeding standards for the construction of communication lines, equipment of communication centers, repair of damage to communication lines.
