The history of the fire protection of the USSR dates back to April 17, 1918, when the Soviet government issued a decree "On the organization of state measures to combat fire." In 1920, the Central Fire Department was established as part of the People's Commissariat of Internal Affairs (CPO NKVD), which is entrusted with the management of fire protection throughout the country. On March 23, 1923, the first All-Russian Fire Conference opened in Moscow, which was attended by professional firefighters, volunteers from factories, trade union and municipal workers, employees of the Supreme People's Commissariat of Agriculture and People's Commissariats. The conference reviewed the country's fire situation. It also adopted the "Regulations and description of the uniforms of employees and workers of municipal fire brigades and voluntary fire organizations." Helmets of the early model are made of non-ferrous metal (usually brass, chrome-plated ones are also found), the comb holder is bolted to the helmet dome. Under the triangular cockade, an old hole from the fastening of the royal cockade is often found, probably most of the brass ones were inherited in the USSR since pre-revolutionary times, later cockades with the inscription "Always ready" were placed on them. Later helmets, pre—war manufacture, were distinguished by worse execution of parts, were made of steel, there was no bolted connection of the crest with the dome - welding was used, they were painted with a heat-resistant varnish of black color, and the crest and nozzles were white, golden yellow or red.
