The Supreme Soviet of the RSFSR is the highest state authority of the RSFSR under the Constitutions of 1937 and 1978 . After changing the name of the state (December 1991) - the Supreme Council of the Russian Federation. Deputies of the Supreme Soviet of the RSFSR were elected according to territorial electoral districts, first according to the norm of representation, covering a certain number of the population. Due to population growth, the number of deputies of the Supreme Soviet of the RSFSR also grew, so it was decided to establish a firm number of the Supreme Soviet of the RSFSR. According to the 1978 Constitution, it consisted of 975 deputies. According to Article 104 of the Constitution, the Supreme Soviet of the RSFSR was authorized to resolve all issues referred by the Constitution of the USSR and the Constitution of the RSFSR to the jurisdiction of the RSFSR. His exclusive rights were: the adoption of the Constitution of the RSFSR, amendments to it, the submission for approval of the Supreme Council of the RSFSR of the formation of new autonomous republics and autonomous regions within the RSFSR, the approval of state plans for economic and social development of the RSFSR, the state budget of the RSFSR and reports on their implementation, the formation of bodies accountable to the Supreme Council of the RSFSR. The laws of the RSFSR were adopted either by the Supreme Soviet of the RSFSR, or by a referendum held by decision of the Supreme Soviet of the RSFSR. The Supreme Soviet of the RSFSR held two sessions a year lasting two to three days. The Supreme Soviet of the RSFSR formed permanent commissions that worked for a longer period.
