History

The badge "To the best fire protection officer" was established by the resolution of the Commission of the Presidium of the Central Executive Committee of the USSR (No. ST-84) dated January 8, 1936. The badge had three modifications – with the abbreviations "NKVD", "MOOP" and "MVD". The badge was awarded to the middle and senior staff of fire protection units for their active work in strengthening the fire protection of the USSR, exemplary and selfless work on fires. The badge is worn on the right side of the chest, located after the signs "Honored Worker of the Ministry of Internal Affairs", "For excellent service in the Ministry of Internal Affairs". It was made of bronze in the shape of an oval, measuring 50x30 mm. In the central part there was a relief five-pointed star on a red flag with the abbreviation "USSR". On top of the star was a symbol – a monkey wrench and an axe placed crosswise, vertically crossed by a torch. In the upper part there is a coat of arms with seven ribbons (according to the number of republics). A toothed gear peeked out from under the star and banner on the left, and grain ears were located on the right. The pinion and the ears converged at the top under the coat of arms. In the lower part there was a twisted red ribbon with the inscription "NKVD".

The main changes in the appearance of the sign are related to changes in the coat of arms of the USSR, as well as the transition of fire protection from one department to another. So, after the proclamation of 11 republics, the appearance of the sign changed. In 1937, a new version of the award was released: ribbons (11 pieces) were added to the coat of arms, and the star acquired a red enameled coating. The background elements (gear, ears, coat of arms) and symbols have a silvery hue. The sign had such an appearance until 1941. Later (1946), the background and symbols acquired a bronze hue. In 1946, after the renaming of the People's Commissariat to the Ministry, the inscription "Ministry of Internal Affairs" appeared on the red ribbon at the bottom of the sign instead of "NKVD". With the advent of the 15 Union republics, ribbons were added to the coat of arms, and background elements and symbols became lighter. Since 1962, the inscription on the ribbon at the bottom of the sign has changed: "MOOP" instead of "MVD".
