On the reverse of the badge is the number "113"on a silver background – the number "110" on one side and the inscription "Savkino" on the other. Silver, enamel. Size 41*34 mm. Krivtsov, No. 532. Very rare. Preservation is satisfactory, the chipped enamel on the obverse.

Fyodor Mikhailovich Savchin is an active participant in the Civil war, the President Donck, a prominent Soviet and party workers. Born in 1894 into a large family of the worker. From 12 years started working life — first in a carpentry metal workshop, then to the galvanizing plant. From a young age, Theodore is attached to the revolutionary struggle, first performing the role of liaison or on duty during meetings at the safe house of the father.
To the king's army went Savkin already convinced that the country needed a change. Here he showed himself a talented propagandist and a skilled conspirator. As explained in one of essays about Savkina, "he was known as the Executive campaigner, along with his comrades in the service. The soldiers were not afraid to turn to him with troubling questions and received simple and clear answers. Their "loyalty" he has shown in the Pskov school of ensigns, where he was sent as a man with extraordinary military skills.
And later, as an ensign, he served in the Rostov 252-m reserve infantry regiment, none of his superiors had no idea that their so strict on the part of the subordinate service kept in constant touch with the Rostov-Nakhichevan Committee of the RSDLP and through reliable men among the soldiers conducted a campaign to expose the policy of the Provisional government.
Then, commanding the squadron in the same regiment, informed about all military Affairs of koledintseva, Sawkin at the same time was Chairman of the underground Committee on the Temernik. And only for trying to disrupt mobilization of the Cossacks in the white army during the offensive of the red guards in January 1918 he was arrested and sentenced to death. But the underground workers were able to arrange his escape. Savkin took an active part in establishing in Rostov the new government, ensured order in the city during the work of the first Congress of Soviets of the don.
To return to Rostov he happens twenty months later. In unfolding in the South the Civil war he commanded a partisan detachment that operated in the don and Kuban, the head of reconnaissance Department of a staff of southern front, led underground work in the rear white. For skillful fighting, he was awarded the order of the red banner and honorable inscribed weapon. And after Savkin few years has worked as the Chairman Donck, and then in the Terek region, and they were uncovered and eliminated many of the hotbeds of counter-revolution on the don and the North Caucasus, he was awarded the badge "Honorary security officer" and combat with a personal weapon autographed by Dzerzhinsky. Buried Fyodor Mikhailovich in Moscow, where he lived his last years. But don alive the memory of him. In 1964 in connection with the 70th anniversary from the birthday of the brave officer street South the decision of the Rostov Executive Committee of the city Council was renamed to the street Zyavkina.
