The closed military cooperative (ZVK) in the 1930s in the USSR was a specialized closed supply system (in fact, the prototype of the future Military Trade), created to provide military personnel, their families and employees of law enforcement agencies (Red Army, OGPU/NKVD) with scarce goods and food at fixed government prices. They arose at the turn of 1929-1930 in the conditions of a return to the card system and an acute shortage of food and manufactured goods in the country. An ordinary citizen could not come and buy goods in such a cooperative. Purchases were made strictly according to special books, lists or certificates. This protected the army's resources from a general shortage of goods. The assortment and standards of delivery of goods strictly depended on the status and rank. The senior command staff was supplied according to one standard, the average — according to another, ordinary Red Army soldiers and freelancers — according to the third.

Military training camps were established directly at military garrisons, units, closed military camps, and special services offices to maintain the army's combat capability and the loyalty of the Soviet nomenklatura. During the 1930s, as the remnants of the NEP were eliminated and trade was completely centralized, consumer cooperation in the USSR was effectively nationalized. In the mid-1930s (in 1935-1936), a centralized state system of Glavvoentorg was formed on the basis of closed military cooperatives.
