On January 6, 1943, the Decree of the Presidium of the Supreme Soviet (PVS) of the USSR "On the introduction of shoulder straps for Red Army personnel" was signed, announced by the order of the NGO No. 24 dated January 10, 1943. On January 15, 1943, the order of the NGO of the USSR No. 25 "On the introduction of new insignia and on changes in the uniform of the Red Army" was issued. By Order of the NCO of the USSR No. 79 dated 02/14/1943, shoulder straps were established for the higher, senior and middle engineering and technical personnel of the communications forces, engineering, chemical, railway, topographic troops and administrative staff.
Field shoulder straps were to be worn by military personnel in the active army and personnel of units being trained to be sent to the front. The field of field shoulder straps has always been khaki. Shoulder straps were edged (sheathed) at the edges, except for the bottom, with colored cloth edging. According to the assigned military rank, affiliation to the branch of the armed forces or service, insignia were placed on the field of shoulder straps: stars, gaps and emblems. The shoulder straps of the middle command staff have one gap and silver–plated metal stars; the shoulder straps of the senior command staff have two gaps and the same stars, but larger. The number of stars on the shoulder strap corresponded to the military rank. On the shoulder straps of the command staff, except for the infantry command staff, silver-plated emblems were installed according to the type of troops and service.
These shoulder straps existed until the end of 1946, when the Technical Specifications of the Technical Specification of the State Law of the Russian Academy of Sciences No. 1486 dated 9.10.1946 for officers of the Armed Forces, shoulder straps with an upper part modeled after the shoulder straps of generals and Navy officers were installed – with the top of the corner cut off: the upper part of the shoulder straps became an isosceles trapezoid, and the shoulder straps became hexagonal.
