In 1923, the Soviet government decided to establish a Council for Civil Aviation. Since that time, the history of the air fleet begins, the main task of which was the rapid organization of air transportation of various cargoes, urgent mail, and passengers. Until the 1930s, pilots wore clothes borrowed from military traditions developed during the First World War. By Order of the All—Union Association of the Civil Aviation Fleet No. 232 dated May 3, 1931, the first form of air fleet personnel was approved, insignia were introduced, and 12 categories of personnel appeared - civilian analogues of military ranks. The first uniform of the aviation technical and management personnel of civil aviation almost completely corresponded to the uniform of the Air Force of the USSR. Later, the Main Directorate of the GVF under the Council of People's Commissars of the USSR introduced new models that corresponded to the trends of the time. A distinctive feature of uniforms in civil aviation was the appearance of their own uniform and corporate identity. Another pre-war reform of the uniform of the GVF was carried out in 1936. The main difference was the relocation of the insignia from the sleeve to the buttonholes. At the same time, the wearing of an armband in the form of a "bird" remained. On March 26, 1932, the official name of the Soviet civil aviation of the USSR, Aeroflot, was established and the distinctive individual mark of human activity in civil aviation, the Aeroflot badge, was approved.
