The 2nd Congress of Soviets of the USSR on January 26, 1924, at its meeting, considering the issues of perpetuating the memory of V.I. Lenin, decided to create a special fund named after V.I. Lenin under the Central Executive Committee of the USSR. The Foundation was intended to provide assistance to street children, especially victims of the civil war and famine. The call of the Congress of Soviets found a warm response in all corners of the country. Lenin foundations were established in all the republics. Individual and collective contributions and donations were transferred to the fund's current accounts. In Ukraine, this fund is known as the Fondim Illich. The Ukrainian society "Friend of Children" has issued a badge to raise funds for this fund. In the early thirties, child homelessness and homelessness were eliminated in the country, and therefore there was no need for such a public organization as the Children's Friend.
