The publication is a classic example of Soviet journalism from the early 1930s. It examines the activities of white emigration in Europe, in particular in France, from the standpoint of official ideology: it discusses the identity of the emigrant who assassinated French President Paul Doumer in 1932, which became one of the central reasons for criticism of emigrant communities; it describes the structure of White Guard organizations abroad and claims that they exist at the expense of the "foreign bourgeoisie". Terrorist acts and assassinations of government officials are characterized as new methods of anti-Soviet propaganda. The cover features a drawing of the newspaper Vozrozhdenie (a well-known emigrant publication) and a cartoon character, which highlights the book's accusatory nature.
