OSVOD (abbreviation for "Society for Water Rescue") is a Soviet, Russian and Belarusian voluntary mass public organization that aims to protect the life and health of people on water bodies (prevention of accidents, training of the population in swimming and rescue methods); assistance to rescue services; regulation of the use of small vessels by amateur boatmasters.
Under the impression of saving the life of Emperor Alexander II during an assassination attempt on April 4 (16), 1866, on the initiative of the Kronstadt sailors in Russia, the "Society for Giving Help in Shipwrecks" was formed, the chairman of which was Vice Admiral K. N. Posyet. On July 3, 1871, Emperor Alexander II approved the Charter of the Shipwreck Relief Society. On March 7 (19), 1872, the first meeting of the members of the Society was held, which elected the Board. It is this date that is considered to be the day of the creation of the Society. In 1890, the organization was renamed the "Society for Water Rescue", and in 1892 it was named the "Imperial Russian Society for Water Rescue". The Society actively conducted educational and practical work, including in 1891-1917. published a monthly magazine "Rescue on the waters".
By the beginning of the XX century, the society had 12 thousand full members, it worked in most of the provinces of Russia, where the district departments worked. The company deployed 57 marine boat stations and 77 river stations, as well as 168 half-stations, 10 lighthouse lights, and 88 ferry crossings. At the insistence of the society, the Holy Synod ordered that the bells of all churches located on the sea shores should ring during fogs. The territorial development of the society led to the creation of 97 districts and 46 departments of the society in the period 1872-1914, which united 8,200 members throughout the country.
In 1918, by the decision of the SNK of the RSFSR, the company was transferred to the Main Department of Water Transport. In 1925, the SNK of the USSR established the Central Committee of the Water Rescue Society (OSNV) under the NKPS. In 1928, the 1st Congress of OSNAVa was held, at which M. I. Kalinin was elected as a teacher and the Charter was approved. In 1930-32, the society published the magazine "Steering Wheel". In 1931, OSNAV was renamed the "Union of Societies for the Promotion of Water Transport and the Protection of Human Life on the Waterways of the USSR" (Union OSVOD). In 1943, the OSVOD Union was liquidated, and the functions of the rescue service were transferred to the People's Commissariats of the sea and river fleets.
Since 1948, the rescue service has been under the jurisdiction of DOSFLOT, since 1956 — DOSAAF, since 1966-various ministries of the Union republics. In 1970, the Central Committee of the CPSU and the Council of Ministers presented OSVOD with greater powers and provided state maintenance from the union budget.
