Biographical note: Withtarikul Valentin Georgievich — commander submarine «M-171" (3nd the submarine division, the brigade of submarines of the Northern fleet), captain-Lieutenant.

Born June 8, 1913 in the city of Sarapul Vyatka province, now in the Republic of Udmurtia. From the family of the employee. Russian. Graduated from high school, trade schools  Perm locomotive factory.

 Navy October, 1931. In 1936 he graduated from the naval Academy named after M. Frunze (Leningrad). Served on the Baltic fleet — June 1936 — the commander of a torpedo warhead group-3 submarine «Shch-304", August 1937 on January 1938 — the commander of BCH-2 battleship «Marat".

 1938 he graduated from Special courses for command personnel of scuba diving. With November 1938 — the assistant to the commander of the submarine «Sch-314", in which may-June 1939 moved on inland waterways on the Northern fleet and entered  composition. With October 1939 — commander submarine «M-171" of the Northern fleet. Participated in the Soviet-Finnish war of 1939-1940.A member of the CPSU (b)/CPSU with 1941.

In the battles of the great Patriotic war with June 1941. Commander PL «M-171" of the 3rd division, a separate brigade of submarines of the Northern fleet captain-Lieutenant V. G. Starikov, acting on the communications of the enemy, to January 1942 completed 6 combat tours, twice breaking through a submarine in enemy base reported on the sinking 5 transports of the enemy.

Uthe case of the Presidium of the Supreme Soviet on April 3, 1942 for the successful command of a submarine and the heroism shown in fights with fascist aggressors, Valentin Starikov G. awarded the title of Hero of the Soviet Union, with the order of Lenin and medals «gold Star".

Just the post commander «M-171" completed 23 combat patrols, reported on the sinking 13 ships of the opponent: 7 vehicles, 1 tanker, 2 submarines, 2 minesweepers and 1 boats-trawlers. Submarine «M-171– 3 April 1942 he was awarded guards status.

 March 1943 — commander submarine «To-1", it completed 2 combat patrols, both — without result. Just the period of participation in the great Patriotic war commander submarines completed 25 combat tours (123 of the day in the sea), completed 18 torpedo attacks (spent 32 torpedoes), reported on the sinking 13 ships and warships of the enemy. From this number of victories are the only reliable damage two enemy transports in the torpedo attack on 29 April 1942 and on January 29, 1943.

 December 1943 — chief of staff of the 2nd division of submarines of the black sea fleet.

After the war he continued service in Navy USSR. In 1945, went in school. In 1948 he graduated from the naval Academy named after K. E. Voroshilov. With January 1949 — chief of staff of the Liepaja naval base 4th Navy (Baltic sea).

 1953 graduated from the military Academy named after K. E. Voroshilov. With November, 1951 — senior lecturer of the Department of submarines of naval Department of the Higher military Academy named after K. E. Voroshilov. With November 1954 was the chief of Naval research site at the Islands of the New Earth, with September 1955 — the first Deputy chief of the polygon. With may 1956 — chief of the Supreme special officer classes of snorkeling Higher naval school of diving. With August 1959 — the head of the mine and torpedo Department of this school. With August 1965 – chief of the Pacific higher naval school named after S. O. Makarov. With July 1972 Vice Admiral V. G. Starikov — retirement.

Died 26 June 1979. Buried in the city-hero of Leningrad (now — St. Petersburg) Novo-Volkov cemetery (section 16).

Vice Admiral (29.04.1970). He was awarded two orders of Lenin (08.11.1941; 03.04.1942), two orders of the red banner of (20.06.1942; 27.12.1951), the order of Ushakov 2nd grade (25.07.1945), world war 1-th degree (29.01.1943), the red Star (05.11.1946), medal «For the military services" (03.11.1944), other medals.

Died June 26, 1979. He was buried in the city-hero of Leningrad (now — St. Petersburg) at the Novo-Volkovskoe cemetery (plot 16).
