An original and quite rare document in very good condition. The size is 173*220 mm. Guarantee of authenticity. Surplus distribution (food distribution) is a procurement system that operated in 1916-1921, obliging peasants to hand over to the state all "surplus" grain and other products at fixed prices. Introduced in the RSFSR in 1919 as a measure of "war communism" to provide for the army and cities, it was replaced by a fairer food tax in March 1921.
