History

Sergey Mironovich Kirov (surname at birth — Kostrikov; March 15 [27], 1886, Urzhum, Vyatka province — December 1, 1934, Leningrad) was a Russian revolutionary, Soviet statesman and politician. On December 1, 1934, he was killed by Leonid Nikolayev. A few hours after the murder, it was officially announced that Kirov had become a victim of conspirators — enemies of the people, and the Presidium of the CEC of the USSR on the same day adopted a resolution "On amendments to the existing criminal procedure codes of the Union Republics": "Investigative authorities - to conduct cases of those accused of preparing or committing terrorist acts in an accelerated manner. The judicial authorities should not delay the execution of sentences...". After the murder of Kirov, a "Kirov stream" of exiled and repressed people began to flow from Leningrad.
