Sergey Mironovich Kirov (surname at birth — Kostrikov; March 15 [27], 1886, Urzhum, Vyatka province — December 1, 1934, Leningrad) was a Russian revolutionary, Soviet statesman and politician. On December 1, 1934, he was killed by Leonid Nikolayev. A few hours after the murder, it was officially announced that Kirov had become a victim of conspirators — enemies of the people, and the Presidium of the CEC of the USSR on the same day adopted a resolution "On amendments to the existing Criminal procedure codes of the Union Republics": "The investigative authorities are to conduct cases of those accused of preparing or committing terrorist acts in an accelerated manner. The judicial authorities should not delay the execution of sentences...". After the murder of Kirov, a "Kirov stream" of exiled and repressed people began to flow from Leningrad.
