Moisey Borisovich Vakser was born in Baku. He started studying drawing at the Baku Art School. After the family moved to Minsk in 1929, he studied at the Architectural and Construction College and at the Izorama Studio. In 1934 he entered the preparatory department of the Academy of Arts (since 1932 – the Leningrad Institute of Painting, Sculpture and Architecture), and in 1935 – the first year of the Faculty of Architecture. As a thesis, Moses Waxer prepared a project for the "Monument Park to the Heroic Defense of Leningrad." In December 1941, he graduated from the institute and went on to graduate school. All these years he has been engaged in book graphics, creating illustrations for children's magazines and books: The Legend of Till Eulenspiegel by Charles de Coster, fairy tales from The Thousand and One Nights, the novel Oblomov by I. A. Goncharov, etc. In 1941, he created two homemade books "Lance and the Beauty" and "The Tale of the Bird". The author of military posters "1942. The collapse of Hitler's imperialism is inevitable" (1941), "Like a priest, like a parish" (1941). In February 1942, he died of exhaustion, not having lived several days before the evacuation of the Academy of Arts to Samarkand.
