Viktor Ivanovich Govorkov (November 5 (18), 1906, Vladivostok, Russian Empire — June 13, 1974, Moscow, USSR) was a Soviet artist of two—dimensional space: painter, graphic artist, poster artist, illustrator. Member of the Union of Artists of the USSR. Honored Artist of the RSFSR (1971). Author of many famous Soviet political and social posters of the 1930s and 1960s. The poster "No!" promoting a sober lifestyle is the artist's most famous poster. He was born on November 18, 1906 in Vladivostok. From 1926 to 1930 he studied in Moscow at VKhUTEIN under Sergei Gerasimov, Dmitry Moore and Vladimir Favorsky. In the early 1930s, he began working in the field of political posters. He was buried in Moscow, at the Babushkinskoye Cemetery.
