All-Russian Zemstvo Union was formed at the beginning of the First world war, 30 July 1914 During the war the Union was formed many of the institutions involved in the provision of medical care to the sick and wounded soldiers, and supplying the army. The work of these agencies was headed and coordinated by authorized Union, subordinate to whom were the so-called "inferior Ministers do not rank".
