History

"By decree of Emperor Paul I of December 12, 1796 "a new division of the country into provinces" was restored the division into provinces and districts. Then, in connection with the introduction of the local institutions of new States by the act of February 15, 1797 was established the system of "provincial statskij uniforms" with a single cut and color coats — of dark-green cloth, single breasted, turndown collar, no lapels. To distinguish the provinces now served only as the collar and cuffs, which, as was explained, were to be "those colors which are provincial coats of arms" (he was referring to the color of the shield of). These five colors: red, white, blue, yellow and light green. The yellow or white buttons depicting the provincial coat of arms. Approved "samples such uniforms", then sent "to the introduction into use as servants in the provincial States and having their estates".

In the following years (from 1801 ) the uniforms of individual provinces were subjected to private changes (more than just colors of collar and cuffs) with the simultaneous replacement of the previous style of uniform with a new one. These changes to the provincial uniform of the first years of the nineteenth century were secured and brought into the system by a decree dated August 3, 1809, In 1824, the color differences of the provincial coats (collars and cuffs) have been modified so as to make them similar for the provinces included in each of the Generalgouvernement. Red collars and cuffs received only uniforms the Petersburg and Moscow provinces. Uniforms some provinces had collar and cuffs of different colors. Widely spread colored piping on the collar, the cuffs and the sides of the uniforms. Buttons could be white or yellow metal depicting the provincial coat of arms. The difference between the uniforms of different provinces in color collars and cuffs were eliminated January 1, 1831: now the collars and cuffs were to be of red cloth; the difference now was merely to buttons (they were all yellow metal), which were minted coat of arms and the name of the province.

July 4, 1857, a law was passed "On the coats of arms of provinces, regions, governors, cities, and suburbs", by which the provincial coats of arms above the shield depicting the Imperial crown and around the shield, oak leaves with the St. Andrew's ribbon. On provincial uniforms used buttons for at least five different types. Provincial coats of arms repeatedly totally or partially changed, their image has undergone various additions, which is naturally reflected in the external form of the provincial buttons. The mite was brought also by the manufacturers of buttons, using their own versions of the approved images. As a result, the number of buttons governorate by type and options could exceed 1000 units (information from the website pugoviza.ru)
