Higher primary schools — general education institutions of the Russian Empire, intermediate between primary and secondary. The preliminary rules, most highly approved on January 24, 1803, established district schools in the district and provincial cities. On November 5, 1804, the charter of educational institutions under the jurisdiction of universities was issued. According to this charter, the district school was to serve as a preparatory institution for the gymnasium. On December 8, 1828, a new charter of district schools was issued, which they were intended mainly for the children of merchants, chief officers and nobles. The course of study was divided into three classes (in the Vilna school district — into two). The following subjects were taught: the Law of God, is sacred and Church history, Russian language, arithmetic, geometry, solid geometry, up to and including, but without evidence; the geography, the history of the Russian and universal condensed, calligraphy, sketching and drawing. With the permission of the Minister of Public Education, additional courses could be opened to teach "those sciences and arts whose knowledge most contributes to success in the turnover of trade and in the works of industry»
