Staff shortages have forced the military Department, first, to open several dozen schools wartime (schools ensigns), and second, to pass through them, virtually all recruits had the appropriate education. As a result, by the end of 1915 more than half the officer corps of the Russian army were warrant officers, and their share in the total number of officers grew.
