Photos state Councilor of the Prison Department of the Ministry of justice

A large portion of the prisons in the Russian Empire historically was in charge of the Ministry of internal Affairs, however, were exceptions. All places of detention were located in eight offices – for example, a private prison was in the Senate. The local prison was directly subordinate to the governors. 27 Feb 1879 under the name of the Main prison administration in the structure of the Ministry of interior was established a special body to guide the work of all places of detention and bring them to a common standard. The head of Department was appointed by the Emperor to the Minister of internal Affairs. Central prison Department was in charge of places of detention by civilian agencies, the transit prisons and correctional homes. In its function also included the supervision of prison institutions and their audit, which the office had a special rank – the prison inspectors. By 1885, Russia was listed as 784 prison civilian agencies, and in addition, more than 600 small tremnik agencies of stages, protopov, guardhouse and guard houses. 13 Dec 1895 Central prison Department was transferred to the Ministry of justice, which was until 1917.

The photo shows the official Prison Ministry of justice Minidress in the rank of state Councilor. He is dressed in a uniform dark green jacket, on the collar which is stitched in blue cloth flaps, trimmed with light blue edging. The same color edging was vivalis on the sides, collar and cuffs of his jacket. The ranks of the first five classes edgings are also trimmed pocket flaps, and the lining was made of Polushkina same with edgings of color. Buttons on jacket – gold-plated fittings in the form of a "pillar of Law", as well as throughout the Ministry of justice; this character consisting of a high rank could afford to buy the buttons with patch fittings. In contrast to the ranks of the first five classes of other departments, who wore the shoulder marks with gold lace "civil" netting (the so-called matting), which is embroidered with a large star with lights, somewhat reminiscent of snowflakes in the Prison Department used shoulder straps with the same pattern as generals, and with a five-pointed small stars military. From army generals and they are distinguished by the smaller width of the lace and the fact that stars are embroidered in the middle of the shoulder straps longitudinally, in a line. Two silver stars indicate the rank of state Councilor. A gold lace epaulet gold edging and red lining – light blue.
