To the 1910's. of the administrative-territorial division of Russia was mostly uniform (province and region), governed by the model rules. From the overall picture were two border region, recently annexed by Russia, with a predominantly mixed ethnic population and high-risk military conflicts: the Caucasus region and Turkestan General-governorship. To introduce a fully civilian administration in the Empire's patterns was not possible due to local circumstances. The solution was found in organizing in the Caucasus and in Turkestan, the so-called military-people's administration. In the Caucasus, the system of military-national administration was created during the struggle of the Russian army with the local highlanders. It was founded on the concentration of administrative power in the hands of generals and officers on active duty, under the Supreme leadership of the commander of the Caucasian army. In everyday domestic Affairs, the local population could rukovodstvuetsya their customs, but again under the administrative supervision of the army authorities. Local people were widely involved to the service at the lowest administrative positions and in the local courts, including in the election order. Thus, the main properties of the national military control was unity of command, the ability to quickly move troops and bringing them to pacify local conflicts, as well as elected representatives of the local population as a Central pillar of Imperial power. Experience of application of similar systems in the Caucasus proved so successful that it later without any changes has been extended to Turkestan.
All ranks who served at the national military control (as officers and civilian officials) in the performance of official duties were required to wear a military uniform with shoulder insignia, as the local population authority used by every form, but only equipped with shoulder straps. By 1913 the ranks of the military-people management-army wore uniforms, including by the nature of the weapons, which were transferred to an administrative position. On November 7, 1913 they had been given special uniforms, the colors of the same shape, staff aides and officers for orders (scarlet collars, epaulets with scarlet gleam, all the edging on the form — white, epaulettes on the scarlet red lining with silver metal device), but particularly encryption: in the Caucasus – K. N. (Caucasian region) and Turkestan – T. G.-G. (Turkestan General-governorship). The color encoding was opposite to the color of the metal of the device, i.e. gold on a silver background. System differences of the ranks were the same as in the army, with civilian officials epaulette was not supposed to. With the beginning of world war I in August 1914, the billet of the ceremonial uniforms stopped; thus, these epaulettes could be made in a short period of time between November 1913 and August 1914 Metal flake epaulettes were assigned to the officers listed in the cavalry, field without stars combined with subtle fringe refers to the rank of Colonel. According to our estimates, to wear such epaulettes to no more than 6 – 8 people. Safety epaulette is good, the only drawback is the partial loss of the silver coating metal parts, which, however, can easily be fixed (in this case pleterski and fringe was quite well preserved), as well as traces of old repair at the field of one epaulette (apparently, the Studio made a mistake when installing the sign "dash", then "wrong" hole closed with a copper plate). Very interesting and rare item. The guarantee of authenticity.

Awards: 1874-St. Stanislaus 3rd St. with swords and bow, 1893-St. Stanislaus 2nd St., 1895-St.Service career: from 01.05.1864-translator of the Orenburg regional Board, from 21.02.1868 – translator in the kuraminsky district (Syrdarya region) management, from 17.06.1870-translator in the Chimkent district (Syrdarya region) management, from 13.08.1875 – cornet and is at the disposal of the Turkestan Governor – General; from 13.01.1880 – Lieutenant from 06.05.1880 – is at the disposal of the acting official in the Diplomatic part under the Turkestan Governor-General; from 14.06.1881 – acting interpreter under the Turkestan Governor – General; from 15.05.1883-staff captain; from 25.12.1889 – captain;??? - translator at the Turkestan Governor-General; from 25.02.1903-Lieutenant Colonel; from 06.12.1906-Colonel; 26.11.1916-retired with a uniform and a pension with the production of major-General.
