The Special Technical Corps-TENO (Technische Nothilfe) was formed on September 30, 1919 to provide assistance to the population in emergency situations caused by natural disasters. It was already actively functioning under the Weimar Republic in the form of a public association of volunteers, which were convened in case of an emergency. The technical corps proved to be sufficiently prepared in conducting rescue operations, extinguishing fires, etc. In order to streamline its activities, the technical corps maintained special collection points in almost all major settlements and transport centers. Realizing the potential of this organization, the Nazis reorganized the corps in 1939 into one of the main party units, transferring it to the subordination of the German police. The corps was commanded by SS Gruppenfuhrer Schmelzer until the beginning of World War II. He was subsequently replaced in this post by SS Gruppenfuhrer Weinrich. The scope of the corps ' duties increased during the course of military operations and as new territories were captured. Later, the Special Technical Corps-TENO became part of the Waffen SS army units.
