The Order of the Rising Sun became the first national award of Japan, established on April 10, 1875 by order of Emperor Meiji, and approved by decree of the State Council. The sign is created in the shape of the rising sun and symbolizes energy, as well as being a symbol of Japan (the land of the rising sun). This award is for those who have made outstanding contributions in the following areas: international relations, promotion of Japanese culture, outstanding achievements in their field, as well as achievements in the development of welfare or environmental conservation. In 2003, the highest degree of the award, the Order of the Rising Sun with the flowers of Pavonia, was allocated to a separate award – the Order of the Flowers of Pavonia.

This is the third order in the award system of Japan in terms of its status, but due to the fact that the highest Order of the Chrysanthemum is intended for heads of state and royalty, and the Order of the Flowers of Paulonia is intended for politicians, the Order of the Rising Sun is the highest award that can be obtained in other fields of activity. Initially, this award was given only to Japanese subjects, and only to men. Since 1981, the order can also be awarded to citizens of other states (although several exceptions were made during the Second World War), and since 2003, a woman can receive this award, as well as this award can be received posthumously.

Initially, the order had nine degrees, and in 2003 the highest degree of the order was allocated as a separate award, and the two lower degrees were abolished.
