Law No. 2247 of 3 April 1926 was established the Opera Nazionale Balilla (ONB), which was officially designed to "physical, spiritual and moral education of youth." In fact, the ONB was used not only for the physical and spiritual, but also the start of a military, vocational and technical education. The real challenge ONB was the formation of the "fascists of tomorrow". In ONB accepts children aged 8 to 18 years, divided into two age groups: Junior — "Balilla" and older "avant-Garde". The law No. 5 of 9 January 1927 was dissolved and all scout organizations in settlements with less than 20,000 inhabitants, and included young people in the ONB.
