The Medal of Victory and Freedom is a state award of the Polish People's Republic. The medal was established by the Decree of the State Council of the Polish People's Republic of October 26, 1945. The same Decree approved the Regulations on the medal and its description. Among the first recipients of the Medal of Victory and Freedom were the first President of Poland B. Berut, Marshal of Poland M. Roly-Zhimersky. According to the Regulations, the Victory and Freedom Medal was awarded to: all servicemen of the revived Polish People's Army; all servicemen who took an active part in the defensive war in September 1939; soldiers and officers who fought as part of the Polish Armed Forces in the West upon their return to their homeland; Polish citizens who fought with the Nazi invaders as part of the troops allies outside the country; members of the partisan movement in Poland and members of the Resistance movement in Yugoslavia and France. The Medal of Victory and Freedom was also awarded to foreign citizens. The medal had one degree and was awarded once. The right to award the medal belonged to the Council of Ministers of the Polish People's Republic.
