The award was established on July 21, 1867 by King Leopold 2 of Belgium (1865-1909). This medal of the 2nd class "in silver" was awarded to civil servants of the Belgian State for 25 years of conscientious service. In addition to the 2nd class "in silver", there was a version of the 1st class award for 25 years of service "in gold" (for high-ranking officials) and the 3rd class for 25 years of service "in bronze" (for less high-ranking officials). There were also awards for civil service of a higher class, the cross "For Civil Service" of the 2nd class "in silver" for 35 years of service (for less senior officials) and the cross "For Civil Service" of the 1st class "in gold", also for 35 years of service (for high-ranking officials).
