Awarded to persons who in the period from 1865 to 1905 impeccably served in the public service for at least 20 years and were entitled to award of Civil distinction for "long-term administrative service." June 6, 1951, was made an additional issue of the coin with date on reverse "1865 – 1909" for rewarding ex-servicemen who served from 16 December 1865 and 18 December 1909 January 31, 1952, was carried out another issue of the coin with date on reverse "1885-1909" for awarding former employees of colonial power structures, who served from July 1, 1885 to December 18, 1909 a red Ribbon with a broad Central yellow stripe and a black stripe in the center.
