The Navy Distinguished Service Medal is an American medal awarded to commanding officers of the Navy and Marine Corps for exceptional services in the performance of their duties. Established by the U.S. Congress on February 4, 1919. The equivalent of this medal for the Army is the Distinguished Service Medal of the U.S. Army. For the Air Force, there is the equivalent of the U.S. Air Force Distinguished Service Medal. Initially, the Naval medal "For Outstanding Service" had priority over the Navy Cross, but in August 1943 this order was canceled. The Medal is awarded to members of the U.S. Navy and Marine Corps for exceptionally outstanding service to the U.S. government, service with great responsibility. The term "great responsibility" implies the responsibility of senior officers, so the award is mainly given to senior flag officers of the Navy and senior officers of the Marine Corps. In rare cases, the award is given to non-commissioned officers who occupy the highest positions on the relevant service ladder (such as Master Chief Petty Officer English Master Chief Petty Officer). New awards of this medal are marked by the addition of gold stars to the ribbon of the first medal. The first award ceremony took place on March 13, 1919. Brigadier General Charles A. Doyen, a U.S. Marine Corps officer, was awarded the Distinguished Service Medal posthumously. The first non-commissioned officer awarded this medal was Master Chief Petty Officer of the Fleet Delbert D. Black. He also became the first Navy serviceman in this rank. In 1943, the commander of the Soviet cruiser "Red Crimea" Alexander Zubkov and the captain of the Guards "sea hunter" SK-065 Pavel Sivenko were awarded this medal.
